The Naval Training Center Design Guidelines for the Treatment of Historic Properties (NTC Guidelines) has been prepared to establish criteria for treating historic resources including landscape and architectural features within the Naval Training Center Historic District. The NTC Guidelines are intended to be a design aid in determining acceptable alterations, additions, and repairs which preserve the character of the historic district. They have been based on The Secretary of the Interior's Standards for the Treatment of Historic Properties, published by the National Park Service.
The NTC Guidelines identifies four primary treatments: preservation, rehabilitation, restoration, and reconstruction. The intent of the NTC Guidelines was to meet all federal, state, and local regulations such as the National Environmental Policy Act, California Environmental Quality Act, and the City of San Diego Land Development Code. All projects not addressed within the document will be subject to the review process of the City of San Diego Historical Resources Board and other City of San Diego agencies.
